Cost of Living after the devaluation of the US dollar

Having nieces living in Madrid my wife and I are considering retiring in Spain as there many attractions besides family. I keep reading about the lower cost of living expenses as compared to the US. It appears that the cost of living is about 25% lower than in the states. But how does the US dollar having about 20% less purchasing power as compared to the euro affect the lower cost of living expenses, isn't it pretty much 6's with that in mind?
