Driver’s license for non-EU Spain residents

I’ll do the appropriate digging with the local authorities, but figured I’d throw this out there as a general interest topic:

Once one has a NIE and empadronamiento, what else is needed to obtain a Spain driver’s license? I don’t have an immediate need, but with friends starting to threaten to come and visit, I might want the option to rent a car and take them beyond the reach of public transportation. (I promise not to dump them there…unless they misbehave!)
