Conjugal visa - can we reduce/avoid the health insurance burden?

I'm British, my wife is Spanish and we're planning to move to our Spanish house permanently in a couple of years' time. I would qualify for a conjugal visa but currently the cost of health insurance for both of us (my wife has been in UK since 1988 and has never worked or paid taxes in Spain) is uncomfortably high at around €350/month. Is there an alternative to paying for private health insurance? We're both late fifties and in good health.
