American Married to EU Citizen Residency Application

We've successfully submitted our residency application in Zaragoza. It is now pending until we:
a. submit certification of financial resources
b. submit an updated marriage certificate
c. submit certification of health insurance.

The a and b items are easy. The health insurance is giving me a headache. I've read that private health insurance must be without copays, vesting periods, and deductibles. I have quotes from several brokers and some are offering policies with small copays.

1. Can anyone offer advice on what kind of policy to buy with respect to the rules for the residency appllication? Remember, we are Americans (wife is also a Finn). I realize most here are from the UK so hoping for insight from other Americans.

2. What is the next step in this process? I am not clear how to submit the required certifications to the immigration office here. We had an appointment to submit the application in person but now, I am in the dark. Do we make another appointment, send the docs in by mail, email, some portal? Also, I am not completely clear on what we will actually get once everything is accepted. Do we get some kind of card and, what will our rights and obligations be?

If there is a reliable website that explains all this, I haven't found it yet. Any insight would be appreciated. Thanks.

One more thing: wife wishes to return to the US as soon as possible. Is there a risk she will be asked to be present for any details for completing the application? In other words, can I complete the remaining details without her presence? Thanks again.
