Health insurance pre-existing conditions

Hi. I"m a teacher moving to CH and I need some advice on health insurance. From what I understand there are tiers with a basic and add-ons.
My questions:
do they exclude pre-existing conditions?
I was thinking of SWICA. Can anyone suggest other options in Canton Vaud?
Anyone willing to review SWICA?
