Cost of living in Bangkok at western european standard

Hi,
I am just about to negotiate contract conditions for assignement in Bangkok.

My family is going to follow soon, and there are three of us - parents and one 5 year old child, so we will give up our flat in Germany, and are considering rentig one facility in Bangkok, that shall be somehowe appropriate.

We are mid class,
so one flat unit or a small house in the good area, it should be silent, would fit our needs. It does not have to be villa for corporate top executive with indoor or outdoor swimig pool, fitness center etc. etc.

I would be thankfull for any price range indication and market desription/trend in Bangkok. Are the quated prices negotiable?
In how far 10%, 15%, or is it in merely in the range of 50% discount, like I experienced recently in one Eastern Europe country.

In caase there are certain city areas prefered by expats,
I would be glad to read about them.

Is it prudent to organise temporery import of our mid size familly car to Thailand. Just for the sake of not beeing dependant on rent a car etc, or buying one in rush in Thailand.
Either, I will eventually get a company car, I would prefer to have a second one for my wife.

How high are the living costs in case of 100-150 squard meeters flat/house:
electricity,
heating,
others,
Food on the marketplace/supermarket,
englisch speaking kindergarten,
englisch speaking primary school,
german speaking primary school,
public transport - how does it work? is it appropriate transportation option for expats?

Any other important cost indicators?
health insurance,
dental services,
medical services,
