Residence Question

Greetings

I am a United States citizen and I am very interested living and working in the Netherlands. I realize obtaining a work permit will be a challenge. I read an account on the internet of an American who started his on business in Amsterdam. He wrote that there is a provision of what he called the Dutch-American Friendship treaty that allows a person to apply for residence privileges in the Netherlands in order to start a business. I was wondering if anyone was familiar with this treaty and this provision.

Also, would retaining the services of an immigration lawyer in the Netherlands be a good idea?
