HELP! Working Holiday Visa for Canadians

Hello. I'm one of the millions of Canadians wanting to experience the Netherlands!

My husband and I were thinking of coming over to NL on the WHV program. We were so psyched to read the 18-35 eligibility criteria on the Canadian Foreign Affirs website: http://www.dfait-maeci.gc.ca/123go/programs_netherlands-en.asp. But after checking with the Dutch embassy in Toronto, I was told that they allow 18-31 (IND says 18-30).

I'm almost 32, the hubby is turning 30 later this year.

Question: If he gets a residence and work permits for one year based on the WHV, do they allow me, as the spouse to piggy-back; i.e., in the same way that the spouse of someone who gets sponsored by a company for a work permit is automatically eligible for a work (after a lot of bureaucratic hoopla, of course )?

We're visiting NL again this summer and thought we'd drop off a few resumes while we're at it. We're also trying to hit the online job boards to see if he can get into the Highly Skilled Immigrant program. From what I've reading, though, this is much harder than the WHV thing.

I know that there're no immigration consultants out there, but any help would be super! Thanks.
