Moving to Netherlands with a rescue cat

My husband and I are contemplating a move to the Netherlands after we retire in a few years. We have 3 cats. Two are littermate rescues we've had since they were kittens, and we have their full health history.

The third, Luna, was a later rescue--from the streets of Brooklyn. She was about a year old, was spayed and had her ear clipped, and we adopted her and had her vaccinated. The rules say that pets must be vaccinated at 12 weeks old, and there is NO WAY for us to go back in time and ascertain her vaccine status at that point in time. We've had her for 16 months now, so she is perhaps 30 months old.

Help! All of our cats are indoor-only and have been very healthy. Luna is near-feral. She can only see a vet if she is fully anesthetized--not just tranquilized. We can't possibly rehome her; she trusts us to the small extent that she will ever be able to trust anyone. Do we have any recourse for the 12-week-vaccination thing?
