Cost of Utilities, Gas & Electric

Hi Everyone
Can anyone help me, I want to know how my bills are worked out, ie, electric per.kw.hour, and gas cu.m consumed as the meter statement?.
My landlord (Simferopol) had my meter running back wards last month!.
