Dollar Account - which bank in Kharkov?

I apologize for this long inquiry but, would appreciate they help have someone in a similar position. My Ukrainian wife and I will be relocating from Michigan tI Kharkov In early 2022. I receive my monthly Social Security benefit via direct deposit to my US bank debit card (PNC Bank). I have been told about possibly using the direct express MasterCard when I move to Ukraine. 1. What bank in Kharkov allows for dispensing USD? 2. What bank in Kharkov is the most US friendly to open an account at? 3. Any other ideas from seasoned US expats will be appreciated.
