Might be moving to UAE

I'm currently considering a years assignment to Abu Dhabi. I would go out first and then my husband would join me after about a month (once he has had time to sort out things in the UK). I was wondering what challenges I would face as a woman alone in a foreign culture.

As far as clothes go, I assume I will have to be quite modest, so no short skirts or low-cut tops, but I'm not sure exactly how modest I would have to be. I have heard conflicting reports from people who have been there. Also is my blonde hair going to cause me issues? Someone told me people would want to touch it?

Also (for once my husband arrives!) how strict are the rules about public displays of affection? I assume a quick kiss on the lips or cheek is banned, what about holding hands?
