anyone Singaporeans in dubai? pls help

Hi, can i ask is there any Singaporeans with a private diploma cert, having difficulties getting endorse by the UAE embassy in Singapore?

i am relocating to Dubai soon but the embassy can't process my Diploma when i follow everything what MFA has asked of me, like getting notarised and approve by Singapore Academy of law for my cert and the MFA endorsement.

The UAE official wants the MFA chop to be on my Diploma certificate itself which MFA cant obliged.

Have any has similar encounters?

Please help.
