About US/UK taxes

Hello,

There is a whispered rumour that US folks will have to pay taxes to the US even if they are paying taxes to the foreign country that they work in. Is this really true? If so what are the details? How can one survive on double jeopardy? With double taxes, is there any money left to pay rents and food and commute?

I would be glad to hear from people who have been through this and understand it better than I will ever understand.
