Cost of living difference between Washington, DC and Edinburgh

My husband is about to be offered a position in Edinburgh, Scotland. We're trying to figure out how much we need to negotiate for to survive comfortably. We pay $1400/month for a 2-bedroom, 1-bath apartment (utilities included). My husband currently makes $70,000. How much more (converted for pounds of course) would we need to cover housing, food, used car, etc., and continue making school loan payments in the U.S.?
