expat spouse business

can somebody tell me what the rules are if any regarding an expat spouse who wants to open a small business (home-based - seamstress) in the UK? Is this allowed? Can anyone rattle off the process required if allowed? I have not moved yet but am wondering if I can continue my design business abroad.
