trying to get a uk loan and living in usa

I am desperately trying to get a small loan, five thousand pounds for renovations to my rented property in Wales. This property is paid for. The local Council is doing an uplift scheme and I have to pay 25% toward the cost as a landlord. My Natwest manager three weeks ago on the phone from the uk assured me all would be fine to get the loan. Two days ago he said no. So now I am stuck. I live for the uk 1 Nov. I could ring his neck. Any suggestions, please
