Which province to move to in the U.K.?

Good Day Everybody,
My name is Starr and I'll be attending Grad. School in the U.K. next year. I have a question for the expats already in England. I would like to know which province to move to. The things I'm concerned with is that the area has a reasonable cost of living (very affordable), with racial diversity, easy access to public transportation, good paying jobs, and universities in the area. Some people have mentioned Leeds and Manchester, but I have also been told about gang problems in certain areas. I'm trying to move to a safe area also, because I have two children. I'll eventually research the different areas, but currently don't have too much time on my hands... so I'm asking for knowledgeable input from an expat that knows the diferent provinces. I'm currently trying to complete the last three semesters for my undergrad degree, so I can get the heck out of the U.S. Until I get the three semesters out the way, my time will be severly limited. Any input is much appreciated.
