cost of living benchmark - SF to London

Hello,

My San Francisco based company has asked me to the open up the London office, and they have never moved anyone internationally before. They've asked me to recommend my own expat package. As a startup company, I'm not expecting a luxury package by any means, but I do want it to keep my family whole.

Does anyone know of a "scientific" or "3rd party" way to determine a cost of living adjustment to cover housing, goods, etc. The other postings in this newsgroup have been very useful, but I was hoping to point to some kind of official report that says I should ask for a cost of living adjustment of X when moving from SF to London as a family. In these postings, I've seen variances in expat packages from 1.53X to 2.0X current base salary. Any thought on what level is most appropriate?

I'm just looking for some kind of "independent" justification when I propose my expat package to the company.
