US v UK

I have been offered a job in London. It is an expat package of 110 pounds salary per year and 400 pounds per week for housing. They will pay for all moving expenses. I currently have a salary of over 300k per year. My income for my position is slightly above average in the US but I live in a very inexpensive city. With the salary and housing I'm being offered to move to the UK - I would earn less if I accept this offer. I would have to sell or rent out my house but I would no longer have car payments, etc. I would like to live near the office in London. My wife would also lose her salary of 40k per year. We do not have any children. We do have one dog - which is another issue. What are the taxes? Is is difficult to find an apartment that allows a dog ( for example in the Chelsea area) I look at this oppurtunity as an adventure and a learning experience but I dont want to lose money in the process. Any advice on taxes, health insurance, cost of living in such an expensive city would be helpful. What is a council tax when renting an apartment? How much per month or week is that? Should I be negotiating this as well? What other taxes /fees are there? Thank you so much.
