Question re: SO's citizenship

I appreciate any help I may receive with this.

Here's the short version:

I'm American(female) living in Los Angeles, US citizen.
My SO(male) is a Republic of Ireland citizen living in Scotland, and has legal residency for 4 years now.
He's been in the same home for 3 1/2 years.
We want to get married in 2008.
I can't apply for a work visa.

My questions:

What extra hurdles will we face visa wise with me looking to reside in the UK, and he not being a UK citizen?

For me to be able to work more quickly, is it best we get married in the U.S., then apply for a Spousal visa? Heard it's cheaper also.
