Tax obligations for dual-citizens

My husband is a dual citizen of the US and the UK. If his company moves us to the London office is he still obligated to pay US taxes? I know for most expats with a contract, there are usually provisions in the package to cover both US and UK taxes. With my husband holding dual citizenship, can he move to the UK and not have to still pay US taxes. The company is based here in the US but has several international branches with local employees.

Second part of this question is what are the tax implications should we move to France?
