UK citizenship: EEA4 vs. ILR

Hello! I am an American married to a Greek, living in the UK. We moved here and I received my EEA family permit in 2007. I am now eligible to apply for permanent residence and am curious whether I should be applying for ILR or the EEA4 permit. My husband will not be applying for UK citizenship, but I intend to do so. Can I apply for the EEA4 permit, wait one year and then apply for citizenship, or do I need to apply for ILR instead? I am confused on these two and also if the fact that my husband is not applying for ILR or citizenship will play into the final equation. Thanks for any help you can offer.
