VISA question - quick & dirty

I am retired and my wife is semi-retired, employed part-time as a Physician in the USA and has a very flexible schedule.

We would like to purchase a house in Yorkshire and live there as long as permissible each year. We would neither seek nor accept paid or unpaid work in the UK, and would be covered by private health insurance.

My questions are these:

How long per year may we stay in the UK?
After a certain period, would it be possible to apply for permanent residence status?
