Married but the spouse can't stay in UK

Ok, if you have to make 18,600.00 a year in order to apply to have your spouse stay in the UK. I live in the US and breaking that down it is only 9.69 pounds, But everyone keeps getting denied and after looking at jobs as simple as an office assistant, the minimum wage is over that in Scotland, but in UK if is just under.
I really don't understand this.
