Giving Birth in the UK as a tourist

Hi! Hi am a Russian expat living in Netherlands. I am currently in a family way, but I am not willing to give birth in Netherlands for a few reasons, e.g. maternal request caesarian is not allowed here and in general the delivery tends to be as natural a possible, i.e. no epidural is offered. So I was thinking to give birth abroad and my choice fell on UK. Could anyone possible shed some light on topic? I'd like to know if it is better to go to a public or private hospital for delivery and how much it usually costs in case I am not covered by my EU medical insurance. If there's anything extra I need to know, I'd appreciate if you could as this info in the comments. Many thanks :)
