Please explain this to me

Please explain this to me. I'm asking this question and not being judgmental at all. I'm trying to understand.
According to the consultant that helps with expat residency applications in Uruguay, one can not import homeopathic remedies. Not unless you are a business licensed to do so.

I discovered that there are homeopathic pharmacies in Uruguay, I was inquiring to see if they can make the same range and potencies of remedies, that US pharmacies can.
If I search "import homeopathic remedies to panama" in Google, I come up with a site called dutycalculator dot com (see http://is.gd/0FplFf), in the first page. I see that countries like Argentinian, Brazil, Costa Rica. Mexico and Panama, allow one to import homeopathic remedies.

Now one can buy medicines in Uruguay without prescription, that require a prescription in the US. They also allow marijuana to be used for recreational purposes (i.e. like US states Colorado and Washington). So what is the hangup about importing homeopathic remedies, for personal use, if you are a resident?
