Opening. Bank account in Uruguay

I have recently moved from the US to BuenosAires. I've been warned not to open a bank account in Argentina for obvious reasons. Will I be able to take the ferry over to Montevideo and open an account to transfer my US dollars? I heard it's been getting more difficult and I might even have to open a Post office box?

Any advice or suggestions would be much appreciated.
