They are hoping to have a law in place banning them from operating here for one year while they study the application.
Anyone breaking the law which they expect to be in place by December 1st can face fines and seizure of the vehicle.

The preamble to the draft ends by saying that "the country is not closed to new offers of public services, nor to technological improvements in the management of them" as long as "abide by the rules dictated by the country playing field for all firms "to avoid unfair competition.
