Chip card problems

We've been resisting the switch to chip cards because we've heard people have had problems with them at ATM machines here. So finally, the banks switched off our magnetic stripe cards and forced us onto the chip cards. And of course, they don't work at the ATM machines. This is trying to access a US account from the ATM machine here.

Has anyone else had problems with their chip cards here? Not one of ours work in any ATM machine we've tried. They still work as credit cards usually. I say usually because they fail about 30% of the time for no good reason.

Can anyone suggest a way to get money here that doesn't involve a wire or an ATM machine? I've heard something about being able to go into a bank, show them your ATM card, and get cash out. Do you need to have an account at the bank for this? Is it a cash advance or an ATM withdrawal? Any idea what the daily limits are?
