Need to operate my leg and do a health insurance fast, please help

after analyses my result in the British hospital they order me to do a knee surgery as fast as possible.
the problem is that my Israeli insurance company will not cover this.
i need to know what is my best option here in Uruguay, wherehow to insurance myself completely so il be able to operate my knee and have the best rehab.
until now all my health issues took care in the british hospital and im really happy with their service, but iv heard that the public is also good for this kind of surgery(ACL reconstruction)

if someone knows any info will be much appreciated
