Residency questions...again!

Greetings,
Ditto to TristanX to do homework on Residency, as I've found the Expat site to be a treasure trove of Uruguay information if one invests some hours browsing past questions and responses. There is a lot of expertise here!

My question goes beyond homework, as I had made an itemized list, spoke with a consultant for a fee, and had my "to do list" to get done for applying for Residency.

My previous intel advised me to write a letter of intent to take to Migracion, and once submitted I would receive an appointment to bring in all our documentation, which is prepared and ready, except for the Medical exam.

Today though, we went into Migracion to submit the intent letter, and were told we had to apply online for an appointment.

So we returned home and went on Migracion tramites web-site but after inputting our Passport information, we couldn't complete the process as they said there were no further appointments but they would be coming "soon".

Now we are unsure how to proceed, as the actual application process has reached a temporary dead-end.

My main question is, is it better to apply for a temporary Cedula before applying for Residence? The previous information I had was that being given a Cedula was the step after you had submitted all the documentation to begin the Residency process.

Any insight or input would be appreciated! thank you.
