How can an Egyptian apply for a visa whilst living outside of Egypt?

Hi guys.

I'm a South African citizen looking to travel to Uruguay soon, and will be granted a visa on arrival.

My partner, however, is Egyptian and thus needs to obtain a visa to travel to Uruguay.

The issue is that we are both living in Mauritius currently and there is no Uruguayan consulate or embassy in the country. My partner cannot travel back to Egypt, and thus needs an alternative means of securing a visa.

Is there some place in Uruguay that can help with this? Alternatively, can he fly to Bolivia (wherein he is granted a visa on arrival) and apply for an Uruguayan visa whilst staying there?
