Utilities in Urguay

Good day,

Another question about Uruguay. How stable is the basic infrastructure? I am thinking water system, power, etc.

Here in Panama, the local water system goes off line usually 4 or 5 days a week for an average of 8 hours each time. Everyone here has to have reserve tanks.

Also, the power goes out on average 3 times a week, also for usually 8 hours at a time.

Can't help but think Uruguay is better for these kinds of things, but just wanted some confirmation.
