Housing permit to put in a window?

We are planning to install a 1 x 1.5 meter window in our house in Canelones, just outside of Montevideo. The opening for the window has to be cut out of the cement/stucco wall that has no windows throughout its length.

Does anyone know if I need a permit from Intendencia to do this? I have some people who are willing to do all the work for the installation, but can I have them do it without permit?
