Hanoi visit

Hello everyone.

I will be traveling to Hanoi in March and want to be near the Hanoi University of Science and Technology. An Agoda map search does not show much in the way of hotels nearby (3 or more KM away).

So first question: How bad is the traffic in Hanoi? Could 5 KM away mean 40 min in traffic?

How is the taxi (or tuk tuk - if such a beast exists) situation in that part of Hanoi. Can I manage in English?

What is the best area (that is reasonable close by to stay) so that I can have a good time - meaning food, beer, club, etc chat with local in English (expat or VN is fine ( not interested in "professional" fun)

This is my first (but very short visit to Vietnam) so any quick pointer would be appreciated (have figured out the visa stuff already).
