Sailing permit required ?

I would like to sail the coast of Vietnam and was wondering if anybody knows if a permit is required and, if so, is it hard to get ?
I read that the government was issuing daily permit to sail the Halong Bay.
Is this an exception ?
Can we island hopp in Vietnam ?
