One-year, multiple entry visa

I currently live in Siem Reap and plan on visiting Da Nang is September to if that is where I want to move to next. It seems like the visa situation in Viet Nam changes frequently. Right now it seems like the one-year, multiple entry visa is the best way to go even though you still have to leave every three months. Is this a correct assumption? Thanks
