Fortified homes

I've only been to Nicaragua once, and never farther from Managua than SJDS. All of the homes in and around Managua appear to be fortified with masonry boundary fences topped with razor wire. This would seem to cut off much needed air flow to avoid the need for air conditioning. Is this really necessary? How do you design a home that is both safe and airy?
