under reported crime

I read somewhere that although all the info. says that Nicaragua is pretty safe, you also have to take into account that like most Central American countries, their police force is small and many people simply take matters into their own hands because most people that commit crimes don't get reported because people know not much is done anyway. If this is true, than all the glowing reports of low crime in Nicaragua is not accurate. Any thoughts on this?
