police report

That's a good question about the police report. I'm clean thanks, but I have a buddy that wants to go with me. I didn't think he can because of a felony charge (not traffic related) that's pending. On the other hand, I've read articles on the Web that indicate this wouldn't be a problem. The charges are not that bad (no murder, rape, theft; just in the wrong place at the wrong time). The guy has NO intentions of ever going back to the US. Can he move to Nicaragua? Does anybody know?
