The IVA tax?

Does anybody know what this IVA tax is really about. I've read the official legal line, very confusing.

I know that some bars and some restaurants will add it to the bill...sometimes it's 10%...sometimes 15%. Some do not charge it at all. Nobody will talk about it

I've lived in Granada. Ni for over a year and cannot figure it out.

What is the reality, if anybody knows?
