Voltage & surges

Hi Folks,

I try to keep my head out of the computer, but it is a meager income. A couple of questions related to that:

1. Is Internet reliable in Managua? Cost?
2. Do I need to bring a 'constant voltage transformer?' That is not for spikes, but for long surges and low voltage...both harm motors & SSD computers.
3. I have a used Netbook and laptop. Will I get hassled for import tax?
