Flights to U.S.

Howdy,

Checking prices to the U.S. this morning I noticed this: It is $300 cheaper to fly Delta from MGA to ATL with a ticket to IAH, $285 vs $585. My question is this: Do the Delta flight passengers go through immigration in Atlanta or Houston? Am I correct in thinking that I can buy a ticket to Houston and get off the plane in Atlanta, thereby saving money?
