Governmental housing program ?

My wife is Nicraguan and we hope to retire in Nicragua eventually. She doesn't have many details, but tells me that there is some deal where you buy the land and the government will build you a small house. I guess the idea is to encourage home ownership. Does anyone know anything about this ? Thanks very much !
