Stray dogs in Saint Lucia

Greetings all. We are new to this forum, but not new to Expat research. My husband and I have been researching and then visiting a number of places to retire to. We visited throughout Belize from Corazol in the North, through San Ignacio and Ambergris Caye and down to Punta Gorda...way South. While we enjoyed the three trips we made and think this is a gorgeous place, we were very turned off to the plight of all the stray dogs in pitiful condition in the cities. (I won't describe here!). We're real animal welfare people and both Chile and Uruguay remain on our short list list because of the animal welfare laws in both countries and because we visited both and liked the way dogs were treated by locals. Never thought about Saint Lucia, though. How's the doggy situation there? This may seem petty to some, but we've found that it's just sensible to admit to the biases and interests that may make or break an expat experience. Thoughts? Thanks.
