New Tourist Visa

Hi,
Does anyone have any experience with getting the visit time extended since this new law came into effect for people from certain country's?
I came back in last week and asked the immigration agent what's going on and what is the process. He threw up his hands and said 'we don't know, we make judgements on the fly' I'm paraphrasing of course.
I bring family members from Nicaragua to the city regulary for vacations. Given the cost of the tickets, 2-3 months is really needed to justify the price. We're talking my mother in law in her 60's and various nieces 5-16 years old.
I've received a vaguery from an attorney that I don't put much stock in so am sending my wife to Nica to escort the family in, she can do the dickering at the airport so hopefully we'll be able to get the extension on the spot.
