What is the healthcare system in Uruguay like?

I cannot afford private healthcare, I am 74 and my son has a preexisting condition. What is the public healthcare like? Are there long wait times for an appointments? How is the emergency care?

My son requires medication. I am concerned that if appointments are a long wait list he will not be able to get needed medication which would be prescribed by a doctor.

Has anyone used emergency ambulance insurance, I have read it is $20-$36 a month. Is this needed? Any recommendations?
